Cutting 5e in half then by another third is basically free after you think about natural energy regen over time. Not sure how you are running both attunements and renewal though in normal play. Sure i guess you could use arcane mimicry, but why run flare if you have all that energy management up?

btw the screenshot of the build made me wonder why you didnt just switch out mark of rodgert with its ridiculous casting time and energy for Incendiary arrows. just take out something like stormchaser, its useless in pvp anyway. although its 8 sec vs 18 secs, you also interupt.
either way you dont use an elite, at least do crippling shot instead of pin down >.<
and lol mcs are you banned or not?

10 Seconds Before First Contact

Attacking Foes
D->E->(F as many times as needed)
As soon as your foe dies
G->H->A->B->C
This works EXTREMELY Well.
In the teams, I did this with 2 Eles, a Heal and a Protection and we won 41 times in a row.

Heh, I'm envisioning this in an 8v8 environment. Maybe 5 eles, 2 healers and 1 prot monk. Good lord that would be a LOT of flares! I wonder if it would work, and what additional skills the team could bring to compliment it?
Though I believe that in 8v8 the possibility of someone bringing ward vs elements/harm would be much greater... That would pretty much nix the whole shootin' match.

ward vs harm would do nothing except diminish the 'flare' damage. 'on fire' is a condition and will still be 7 arrows of degen.
I bet it would work if each ele attacked a separate target, they would have a good chance. Monks wouldn't be able to keep up with hex removal or healing for all 5 people. On second thought, being the only team in tombs that isn't the standard smite team, they would lose.

Worst comes to worst, with that many flares, you can cause the guy on the other team who has an outdated graphics card to lag out.
